Excel Development supports severely mentally ill individuals and their families in over 1100 apartments by providing rental subsidies and housing support in two different Permanent Supportive Housing Programs.Excel Development’s housing programs provide the necessary support for our clients to obtain and remain in suitable independent living situations.
Housing Programs
Excel Development’s Housing Department strives to simplify the process of finding housing by connecting our clients to Excel’s network of suitable housing throughout the City of Cincinnati and Hamilton County.
Excel’s Property Management Department operates over 375 apartments and Excel’s Housing Department works closely with private landlords for an additional 800 apartments. All apartments must pass a Housing Quality Standards inspection to ensure they are clean, safe and sanitary.
Referral process
To be referred to Excel’s Housing Programs, eligible individuals must be active in case management in the Hamilton County Mental Health and Recovery Services Board Mental Health System. When a referral is received, Excel Development reviews the referral application to determine if it meets the eligibility requirements of the housing programs.
Approval
If the referral meets the program requirements and funding is available, Excel Development staff will contact the referring case manager to begin the intake process.
If funding is not available at the time the referral is received and the referral meets all of the funding requirements, the referral will be retained on our waiting list and assigned a priority level. The case manager will be notified of placement onto the waiting list and the priority level. When funding is available, Excel Development will refer to the waiting list for eligible participants.
If the applicant does not meet the funding requirements the case manager will be notified.
Affordability and Availability
Apartments are available through Excel Development Property Management to eligible participants. Depending on which housing program is most appropriate, housing may also be available through private landlords. Clients will pay 30% or 40% of their assets and monthly-adjusted income. Participants are re-certified annually to verify assets, income and household composition.
When an apartment is identified, it must pass a Housing Quality Inspection as regulated by the Department of Housing and Urban Development (HUD) and the rent must be determined to be reasonable. After it has been approved, a lease will be prepared, which the client and the owner/agent will sign, and a contract will be signed by the owner/agent and Excel. After the papers are signed, clients can move in and start enjoying permanent supportive living in a clean, safe, and sanitary environment.
